China has a sophisticated firewall. The government blocks many sites because of their variety of strict and varied laws. They can ban any IP at any time for any reason. If China blocks you, the only thing you can do is to move to a dedicated server and hope you don't get blocked for you own materials.
You can request a dedicated IP, but we cannot guarantee it won't be blocked. China often blocks an entire range of IP addresses.
